The most snow l've ever seen in Richmond was in Dec/96 so that record is safe for awhile,

An exception will be made, but that passenger probably would not be allowed to leave the secure area of the airport.

As controllers, we don’t know or care about passport status. We have one job and that’s to get that airplane to and from safely.
