Today, we are at 32 days without measurable precipitation. The 3rd place is very likely.
~20-35 day streaks are very common every summer but putting together longer streaks is difficult as they can be broken by small rainfalls with weak NW fronts.
It was a misty and drizzled for a bit here this morning (didn't amount to anything), so I'm assuming YVR didn't record anything measurable either to keep the streak intact.

Unfortunately there was no station in Vancouver back in 1896, but there was another significant dry streak back then too.
