A High Wind Warning due to gusts upwards of 50-60 mph is hoisted for the coast from 6 a.m. Sunday to 6 p.m. Monday, the Strait of Juan de Fuca from 6 a.m. to 6 p.m. Sunday (gusts to 50-60 mph) and Bellingham, Mt. Vernon, Port Townsend and Whidbey and Camano Islands from 8 a.m. Sunday to 5 a.m. Tuesday. Be prepared for some damages and power outages. I would bring any Halloween decor inside or make sure it is well-secured outdoors. I'd also recommend charging your phones ahead of this storm -- in the event the power is off at your house.
Winds will be strong Sunday morning for the Cascade gaps and foothills as well. For neighborhoods like North Bend, Duvall, Carnation, Woodinville, Monroe, and Enumclaw, a Wind Advisory is posted from 5 a.m. to 6 p.m. Sunday (I think gusts will peak in the morning for those communities). Gusts could howl to the tune of 40-50 mph. For Everett, Edmonds, Lynnwood, Marysville and Shelton, a similar Wind Advisory is in effect from 6 a.m. Sunday to 6 a.m. Monday.
I think for Central Puget Sound (e.g. Seattle, Tacoma and Bremerton), gusts may only reach up to 25-40 mph tomorrow. However, remember: all of these wind forecasts are largely dependent on the track of this incoming storm. If the storm leans farther south, Central Puget Sound could experience even stronger winds. Should the storm veer farther north than we anticipate, winds could be weaker then we currently expect. Still, this system doesn't look to bring major wind damages to Central Puget Sound.

I'd give it a 50/50 chance right now for the Lower Mainland.
It will be dry here though.
10C/5C today with mostly cloudy skies and 40km/h winds. Generally windier here than Vancouver.
