As I expected, the levees, which had been much improved since Katrina, held in New Orleans. As such, the decision to not evacuate that city was probably the right call. It kept a huge amount of traffic off the roads before the storm, which made it easier for areas that were not so protected by levees to evacuate. The death toll would have been far worse if the storm had hit when the highways were still jammed with people trying to evacuate. Far better to condemn people to riding out a hurricane in a house than in a car.
