With the low way out near Hawaii and rotation the moisture is moving more parallel to the coast rather than ENE Bones.

The slug of moisture will eventually beat the outflow. It just might be too warm by then
Edit: also sea level North and West Van are currently the warmest spots in town at ~5C according to the Wundermap

I forgot to mention that any locale even a little bit away from Burrard Inlet is definitely cold enough for snow, so...
