Brutually cold day with very dry NE winds. I have a reading of +9C but it must feel closer to +6C with the winds.

I agree. Other than maybe ~10 days during this "NINA" winter, weather has been pretty lame if you want snow/cold/ Look at the local mountain snowpack. They are struggling!!
