Elevation certainly doesn't help that area. I notice the difference whenever I drive down the hill on Vye Road. You're also exposed to the brunt of the outflow winds.

Chilliwack is closer to the source of the cold, so elevation is less of a factor. Being close to the mountains helps as well.
