This is at 15Z Wednesday. Surface temp +1, DP -1, 925 mbar temp -2. Temps are warming so these values are the warmest in the period the map shows. Pretty safe to assume this is not phantom snow.

Does this mean that if the precipitation is heavy enough, the temperature would drop from +3 to -1C?

That makes sense. Feb 14/15, 1990 snowstorm was a beast. Storm total was around 40cm here in east Coquitlam I believe, and was closer to 50cm up at Burnaby mountain. About 35cm at YVR.
