In December and February, yes I agree.

January, however, has been a steaming pile of s*** for 30 years. Recall that it is historically the month with the highest likelihood of extreme cold and/or long cold snaps alongside extreme snowfall and/or prolonged snowy stretches. Case in point in Vancouver, the top five snowiest months in recorded history were in January, while the top ten coldest months in recorded history were in January.
