SSW's actually do shake things up but its too soon to know how it will all play out. The reason people discount long range models that show epic cold but believe them without a doubt when they show warmth and split flow is beyond me.

My guess is that climo usually wins out so even in the rare cases where conditions are more favourable, such as this winter with a -ENSO/+QBO, people just assume the worst but hope for the best.
