Cold air tends to lock into E Oregon and it takes a stiff southerly wind to boot it out.
The low-level cold can be astoundingly tenacious there in the absence of a good strong south wind to scour it out. I was living in Portland in January 2004 when for most of a week the forecasters kept promising the thaw was happening tomorrow and the showers of freezing rain went on and on for days as the ice got thicker and thicker. Or, in my neighborhood, the sleet got deeper and deeper; I was in a microclimate that favored sleet (ice pellets) over freezing rain.
The Columbia Gorge is even worse in this regard. Got about 10 cm of ice in 2004.
It's called clown range for a reason.

That was a pretty sweet little event here. YVR recorded four straight subfreezing days, including lows of -12.2c and -10.7c on the 4th and 5th respectively. Incidentally, that was also the last January where YVR dropped below -10c... crazy to think that was 17 years ago now.
