The State of Minnesota recommends 4" as the minimum thickness for activities on foot. They probably added another inch as a safety margin and because it's an urban lake and thus attracts lots of people.

Regrading the ice debate. Look, People out here are really stupid you can visibly see that the second a snowflake falls and people go into the ditch. The city just plays it safe because as Nito said people just push there luck and don’t care for the safety of others. You know how many people don’t take responsibility of there actions and are quick to throw a lawsuit and cry to the media.

City’s like na f*ck that.
