But because we just experienced a major rain/flood event, suddenly everyone is expecting worst for every storm. We should remember that such rain events are highly uncommon.

20cms is maybe not the best comparison. Probable 15cms max IMO, but even that wont happen often. Sea level...coastal...too many factors working against Sea Island

Pretty sure YVR averages more 20cm+ snowfalls over the period of record compared with other major PNW cities. Yet Seattle, Victoria, Olympia, Portland, Salem, Eugene have all had larger significant daily snowfalls during the last decade.
