I don't know. Deicing at YVR is handled by a third part contractor called AeroMag. I have no idea what their readiness is, but they handle deicing across many major airports.

Winter Ops is a complex issue at YVR. As controllers we work for Nav Canada, not the airport and so are not really a part of that puzzle. We just work the aircraft presented to us, but from an objective observer point of view, there are many issues at play. The single largest issue at YVR is the airport layout. Simply put, there are not enough taxiways to get aircraft from their gate to deice and eventually the runway. When you get into a situation where every single aircraft is deicing, those taxiways begin to get plugged up with aircraft queing for deice. When those same aircraft are finished deicing, we have to get them through those very taxiways that are already plugged up. When aircraft land, we have to get them to the gate on those same taxiways. Secondly, there simply are not enough gates and the aprons are very small. Other than the international horseshoe, we can't allow multiple pushbacks from the gate because there simply is not enough room. And when the aircraft does not push back and an arrival lands, but needs that same gate, what do you do? You have to maneuver it around the airport on already congested taxiways and stash it, hoping the gate opens up. We can't just bring it onto the apron because then you block aircraft from pushing back from the gate. Confused? Yeah, me too. Those 2 items are mostly to blame for the largest delays at YVR during winter ops. Lastly, the lack of snow clearing equipment at YVR isn't that huge of an issue, they do pretty good at keeping runways clear, BUT, they are woefully inadequate at keeping the aprons and gates clear of snow. Once snow begins building on the apron, an aircraft cannot power on to the gate, it has to either have the snow cleared or be towed. This then plays into the issues above with apron congestion. This is a pretty rudimentary explanation and I can go into far more detail, but this will do for now.
I don't really know what the solution is. The airport has been poorly designed and there really isn't enough real estate left to remedy the problem.
